On 08/05/2020, the Chairperson of the National Commission for Human Rights/ Rwanda (The Commission), Honourable NIRERE Madeleine who completed her mandate, handed over with Honourable SINYIGAYA Silas, the current Vice Chairperson of the Commission. The handover ceremony took place at the Commission’ headquarters while respecting the social distancing to avoid COVID 19 contamination. As provided by article 34, (1o) of the Law No 19/2013 of 25/03/2013 determining missions, organisation and functioning of the National Commission for Human Rights modified by Law No 61/2018 of 24/08/2018, the Vice Chairperson shall have the responsibility to assist and deputize the Chairperson in case of his/her absence. Honourable NIRERE Madeleine has served as the Chairperson of the National Commission for Human Rights/Rwanda during two (2) mandates of four years each one. The Law No 19/2013 of 25/03/2013 determining missions, organisation and functioning of the National Commission for Human Rights modified by Law No 61/2018 of 24/08/2018, in its article 23 states that the term of office for the Commissioners shall be four (4) years which may be renewable only once.
The outgoing Chairperson of the Commission
The outgoing Chairperson of the Commission, in her speech, expressed her gratitude towards the Commissioners for their collaboration in the accomplishment of the Commission’s mandate. She furthermore acknowledged the staff of the Commission for their endeavour and devotion. The Chairperson while thanking the Vice Chairperson who is going to take over the responsibilities, she encouraged him to stuck on the independence of the Commission in its daily activities and the A status that the Commission currently hold at the international level. She requested to keep as well the valuable image of the Institution. She suggested that the Observatory of Child Rights should be given more attention and efforts. The Vice Chairperson of the Commission
The Vice Chairperson of the Commission said that he was grateful to the outgoing Chairperson for the warm welcome she has given to him when he took office and the kindness she shown during her leadership. The activities included in different annual reports are the witness of the achievement of the Commission thanks to her great work. He added that the leadership of the outgoing Chairperson was characterized by different values such as; collaboration with others, sticking on people’ interests, collaboration with Government Institutions, working in transparency and compliance with the laws.
