Study visit of a Somali inter-ministerial delegation

Tuesday, February 4, 2020, an inter-ministerial delegation from the Federal Republic of Somalia was received by Ms. Madeleine Nirere, Chairperson of the National Commission for Human Rights (NCHR), and Mr. Silas Sinyigaya, Vice-Chairperson.

The delegation was led by the Director General of the Somali Ministry of Women and Human Rights Development, Mr. Deeq Suleiman Yusuf.

During a study visit to Rwanda, this delegation aimed to learn more about the experiences on human rights mechanisms and implementation of human rights commitments including on Universal Periodic Review recommendations and the Human Rights Action Plans.

The visit meant to increase the awareness and knowledge of the inter-ministerial delegation on how Rwanda ensures that human rights is entrenched and mainstreamed in its policies and legislation.

For the delegation, a presentation was made on the context of the establishment of the NCHR, its vision, composition and main achievements.

After the presentation and the questions and answers that followed, Mr. Deeq Suleiman Yusuf stressed that he was very impressed by the achievements of the NCHR, its independence and A Status.

He promised that the NCHR’ success stories will be shared with the Somali ministries that the members of the delegation represent, and assured that the visit is the beginning of future cooperation.

In view of the establishment of a National Human Rights Commission provided for in the Somali Constitution, the Chairperson of the NCHR recommended three important things. This Commission should be legally established, endowed with the powers which allow it to function and that its members come from various backgrounds.
