On Monday, November 11, 2019, His Excellency Mr. Nicola BELLOMO, the Ambassador of the European Union (EU) in Rwanda and his delegation pay a courtesy visit to the National Commission for Human Rights. The visit was to get updates on the work of the National Commission for Human Right (NCHR) in general and understand more about Rwanda’s progress on National Preventive Mechanism against tortures as an institution qualified as National Preventive Mechanism (NMP).
The Vice Chairperson of the Commission, Mr. Silas SINYIGAYA gave a warm welcome to the visitors and gave the floor to the Head of Delegation, His Excellency Mr. Nicolas BELLOMO. The latter expressed the EU interest in understanding Human Rights in Rwanda and the work of National Preventive Mechanism in particular.
After the presentation of the work of the Commission as National Preventive Mechanism, both parties exchanged on way forward for the commission to fully incorporate NPM work in its daily activities. With regard to future collaboration between the Commission and the European Union ,His Excellency reiterated that the Commission shall benefit from their funds it has to frame with the Ministry of Finance and Economy Planning because the EU fund are to the Government of Rwanda and not to a particular institution.
The EU delegation appreciated the work of the Commission in promoting and protecting Human Rights in Rwanda in general and the Mechanism of preventing torture (NPM) in particular. They committed to support the Commission in that regard by sharing information and experience of European Union Countries in the context of capacities building for the Commission. The visit serves to share with the European Union the work of the Commission as National Preventive Mechanism following the European Union attendance of National Preventive Mechanism Africa Regional Conference that took place in Kigali from 16-18/10/2019.
